Chuck Raymond convened the meeting at 11:30 am and welcomed the group. Participants introduced themselves. The Chair called for a motion to approve the minutes of the January 25, 2002 meeting. Judi Hockman so moved, Jim McCarville seconded and the minutes were approved.
The Chair turned the floor over to Carol Lambos for an update on seaport security legislation. She provided a brief overview of the status of S. 1214 the Senate passed version and H.R. 3983 the House passed version. The difference between the approaches advocated by the bills was highlighted as anticipated jurisdictional issues. In addition, she also discussed the efforts of the Credentialing Direct Action Group, the Container Security Working Group and the Business Practices Group. Also the issue of Terrorism Risk Insurance was introduced in the context of the problems facing industry in terms of obtaining competitive coverage.
Carol Lambos introduced the Second Draft of the team’s Container Security Report. The report was requested by the Container Security Working Group and was discussed at length at the January 25, 2002. At that time, suggestions were made that were incorporated into the paper.
In addressing the problem of container security, Chuck Raymond discussed the analogies between this legislation and airlines passenger security in that there is a need for more information about the cargo being transported. He did note that industry has certain concerns about proprietary information being shared and maintained that information must be secured.
After a discussion of the report, the Chair noted that the report would be presented to the full committee for discussion and comment.
Lindsay McLaughlin raised a question about seals and the need for standards. Peter Peyton raised the issue of the security of empty containers. He indicated that the ILWU had prepared a video on the issue. After a considerable discussion on the issue ensued, it was agreed that more time and attention has to be given to the issue. It was noted that the Security Team’s Container Security Report does not address the issue of empty containers at all and as such it was suggested that the Team turn its efforts to study the issue of empties. It is hoped that we can ascertain an industry position on the transportation of empty containers. To that end, the Team agreed to devote its next meeting to the subject of empties.
Peter Peyton raised the issue of public awareness of port problems and how a SEA-21 initiative is needed to counter the zero growth movement that is negatively impacting the port industry. It was suggested that he prepare comments on this matter for the public comment period to be held the next day.
