1.                  Welcome and Introductions—Pat Hall, Chair

 

The Team Chair, Pat Hall, welcomed the group especially new MTSNAC members and invited all present to introduce themselves.

 

 


2.         MARAD Sponsor Comments

 

Richard Lolich offered sponsor’s comments on behalf of MARAD, the Administrator, and Ray Barberesi, MTSNAC Executive Director. He noted the importance of the MTSNAC and the past work of the Security Team. He encouraged the Team to bring it up to the next level by tackling new issues.

 

3.         Action Item 1:            Approve Minutes from August 27, 2003 meeting

 

The Chair requested a motion to approve the minutes from the August 27, 2003 meeting.

The motion was made and seconded and the minutes were approved.

 

4.         Action Item 2:            Briefing by U.S. Coast Guard Final Rules for Maritime Security

 

The Chair welcomed Capt. Kevin Dale of the U.S. Coast Guard. Capt. Dale provided a briefing on the status of the Coast Guard’s efforts to review and approve security plans. Capt. Dale noted a significant increase in the compliance rate with regard to the submission of required plans since the initial December 31, 2003 deadline. He indicated that while the Coast Guard’s goal is compliance, delinquency notices and penalty notices are being issued. Capt. Dale reviewed the stages of plan approval and agency’s goal of providing consistent enforcement within the flexibility of performance standards that the regulated community requested. Pat Hall thanked Capt. Dale for his presentation and his continued support of the MTSNAC.

           

5.         Action Item 3:            Discussion of status of TWIC Program

 

The Chair welcomed Loile Kull of the Transportation Security Administration (“TSA”). Ms. Kull provided an informative presentation on the status of the Transportation Worker Identification Credential (“TWIC”) program which is currently in the pre-decisional phase. She noted that the goal of the program is to create a credential that can be used as an identification tool--the credential itself does not grant access to a facility only a facility can grant such access. It was also noted that the program is seeking to be interoperable with systems that might be in use currently. Ms. Kull was thanked for her presentation.

 

6.         Action Item 4:            Create new action items for Team 

 

It was noted that much of the Team’s time over the past two years has concerned the implementation of Coast Guard regulations for maritime security and that new Team action items must be developed. The Team was asked to suggest issues for potential Team study and to get those suggestions to Pat Hall before the full MTSNAC meeting.
