MTSNAC Human Resources Subcommittee Meeting Minutes

May 3, 2001

The first meeting of the MTSNAC Human Resources Subcommittee was convened at 10:00 AM in the Yocum Center at the U.S. Merchant Marine Academy by the Chair, Captain Michael Watson.

Captain Watson advised all present that this was primarily an organizational meeting.

 

Terri Mast was appointed as Team Coordinator.

The subcommittee began a review of the MTSNAC Council Procedures which had been distributed to the members. The following recommendations were made for consideration by the full Council at this afternoon's meeting:

Team Members - the subcommittee chair will submit a list of team members to the chair for informational purposes only (not for the chair's approval)

Team Meetings - Strike out the last sentence of second paragraph (Team meetings do not have to be opened to the public).

Action Plans - Edit this to read: " Any action plans adopted by a team should be submitted to the Chair for review, prior to submission to MTSNAC."

Team Meeting Minutes - All were in agreement that only full Council meeting minutes be posted on the MTSNAC website. Subcommittee minutes should not be posted.

Council Team Resolutions - Resolutions should be submitted to all council members.

The subcommittee then reviewed the draft minutes of the previous full MTSNAC meeting and the issue of term limits was discussed. This will be raised by the subcommittee chair at today's full Council meeting.

The group then reviewed comments on the Council's MTS White Paper. It was felt that the issue of skilled labor shortage was not adequately covered in the White Paper and Terri Mast presented a draft position paper on the subject for consideration.

Fatigue and International Maritime Information Safety System (IMISS) - It was agreed that the subcommittee would coordinate this issue with the MTSNAC Safety and Environmental Protection Subcommittee which is already working on this.


Terri Mast advised the group of the upcoming draft ILO Convention on Working Conditions of Seafarers. The subcommittee agreed that it will provide comments when the draft comes up.

The group decided to schedule the next subcommittee meeting in conjunction with the next full MTSNAC meeting which is expected to be in September, 2001.

The meeting was adjourned at 11:45 AM
